2026 Visa Policy Answer: Who Gets 90 Days?

Russia citizens can enter Kazakhstan visa-free for up to 90 days under the 2026 MFA ordinary-passport table. For long stays, do not treat that as a border-run workaround: Kazakhstan's Migration Service says visa-free foreigners and EAEU citizens are generally limited to 90 total days within each 180-day period, unless they obtain a visa or temporary residence permit. The same official notice says the old exit-and-re-enter reset was closed for entries from January 27, 2023.

The same 90-day group in this dataset includes Azerbaijan, Albania, Andorra, Armenia, Belarus, Georgia, Kyrgyzstan, Moldova, Mongolia, Russia, San Marino, Saint Kitts and Nevis, Tajikistan, Turkey, Uzbekistan, and Ukraine. For most Western tourist markets, the practical rule is different: the EU, UK, USA, Canada, Australia, Japan, and South Korea are listed as 30-day visa-free in the MFA table. Hong Kong, India, Iran, and Macao are listed as 14-day visa-free, while China appears as 30-day visa-free in the April 2026 MFA listing. Always confirm the current MFA visa-regime table and the Migration Service stay-limit notice before booking because visa rules can change by passport type, bilateral agreement, and enforcement date.

Countries with 90-Day Visa-Free Access

These nationalities can stay in Kazakhstan up to 90 days without a visa, the longest standard allowance for ordinary passport holders. For practical trip planning, read "90 days" as a cumulative stay limit inside a 180-day window unless the MFA table or your visa/residence status gives a stricter or different rule.

More than 100 countries still require an e-visa or consular visa for Kazakhstan. 108 MFA rows require either a Kazakhstan e-visa or a consular visa. Examples include most of Africa, much of Latin America (Bolivia, Peru, Costa Rica), parts of Southeast Asia (Cambodia, Laos, Myanmar, Nepal), and several Caribbean states.

How to Apply for a Kazakhstan Visa

Kazakhstan visa applications run through consulates or the official e-visa portal. Applications go through Kazakh consulates abroad or via the e-visa system at vmp.gov.kz. The process typically requires:

  1. Completed application form
  2. Passport with 6+ months remaining validity
  3. Photograph (35×45mm, biometric)
  4. Hotel booking or invitation letter
  5. Return ticket
  6. Travel insurance (sometimes)
  7. Consular fee ($30-200 depending on visa type)

Processing times (April 2026):

  • e-Visa: 5-7 business days standard, 3 days expedited
  • Consular tourist visa: 5-15 business days
  • Business visa: 7-30 business days

Migration Registration Rules (Effective 1 July 2026)

Even visa-free travelers must register their stay within Kazakhstan if they remain longer than 5 days at a private address (apartment, friend's home). Hotels handle registration automatically.

Per Envoy Global, July 2026, the updated rules consolidate previous fragmented requirements:

  • Stay 1-5 days: no registration needed
  • Stay 6-30 days at private accommodation: host must register foreigner via e-government portal within 3 days
  • Stay 31+ days: in-person registration at migration police may be required depending on nationality

Failure to register can result in fines (15-50 MRP, ~65,000-216,000 KZT in 2026) and exit complications.

Why Kazakhstan's Visa Liberalization Matters

Kazakhstan has steadily expanded visa-free access since 2017 as part of a strategy to triple foreign tourism arrivals to 8 million annually by 2029. Under the National Tourism Development Plan, visa policy is one of three core levers (alongside infrastructure investment in Almaty/Astana airports and the development of Mangystau and Turkestan as international destinations).

Key milestones:

  • 2017: Visa-free access introduced for OECD nations including US, Canada, EU, Japan, South Korea, Australia
  • 2018-2020: Extended to 56 additional countries
  • 2023: Bilateral agreements added with Bangladesh, Seychelles, San Marino, China, others (Astana Times, October 2024)
  • 2025-2026: Migration policy reform, residency permit overhaul, tightening of business invitation rules
  • 2027: Mutual visa-free with United States scheduled to take effect

The trajectory is clearly toward more visa liberalization for tourism, paired with stricter enforcement of migration registration to address overstays.

Comparison with Central Asian Neighbors

Kazakhstan is currently the most open Central Asian country by visa-free access. Kazakhstan offers more visa-free access for foreigners than any other Central Asian state.

Methodology and Verification

This dataset was compiled from the official Visa Regime of the Republic of Kazakhstan for Foreign Citizens notice published by the Kazakhstan Ministry of Foreign Affairs (MFA), source URL: https://www.gov.kz/memleket/entities/mfa/press/article/details/6764?lang=ru.

Data extraction process:

  1. Scraped the official MFA Russian-language listing with Firecrawl (MFA page update shown as 28 April 2026)
  2. Parsed the ordinary civil passport (N) column from the full 195-row table
  3. Counted без виз entries by duration: 4 at 14 days, 1 at 28 days, 65 at 30 days, 1 at 60 days, and 16 at 90 days
  4. Cross-checked page-level interpretation against US Embassy guidance and recent legal alerts where relevant
  5. ISO codes added per ISO 3166-1 standard

Update commitment: This article and dataset are reviewed and republished quarterly (next refresh: 31 July 2026). Material policy changes between refreshes will trigger an interim update with revision log at the top of the page.

Known limitations:

  • Diplomatic/service passport rules are summarized in notes field but the primary status reflects ordinary citizen (N) passport
  • The MFA list contains 195 country and territory rows; the headline count is not a sovereign-country count because the table includes rows such as Hong Kong, Macao, and Vatican
