Almaty has a real winter air pollution problem. From November to February, Almaty’s basin geography traps coal-heating and vehicle pollution. PM2.5 days over 100 µg/m³ are common. Astana’s wind, despite being a discomfort, helps disperse pollution — Astana’s air is significantly cleaner annually.

What I actually do for winter Almaty: I run a HEPA air purifier (Xiaomi Mi 4 Pro, ~50,000 KZT) Nov-Feb. Friends without one notice the difference within days. This is one underrated reason some expats prefer Astana over Almaty.
